Regulations

About the Council of Experts in Medical Activities Certification of the International Parliament for Safety and Peace (the IPSP) under the IHAC

 

  1. In the interests of sorting of assessment of different types of medical activities; according to the demands of international standards of such assessment; improvement of interaction of different organizations, realizing medical activities in a particular country and in an  international scale, it is considered to be reasonable to form “the Council of Experts in Medical Activities Certification”.
  2. The Council is formed under the aegis of the International Parliament for Safety and Peace, and realizes its activity within of the Intergovernmental Higher Academic Council under the IUFS.
  3. An applicant for Certificate submits to the Council of Experts a Diploma about giving him a scientific degree of Doctor, Grand-Doctor of Philosophy in a particular area of medicine.
  4. The Council of Experts examines the diploma (under the protocol) on the subject of its certification.
  5. In the case of a positive solution the applicant gets a proper certificate, which gives him a right to realize a scientific and scientific-organizational activity of a high level (An Institute of Higher Education, an institution, a laboratory, a department, etc.).
  6. The Council of Experts sets definite quotes of payment (in various currency) for certificates of different level
  7. The applicant submits to the IHAC under the IUFS a plan (a programme) of his activity in a definite sphere of medicine after getting a certificate.
  8. A certificate is given to the applicant against his receipt for a period of not more than 5 years.

International Higher Academic Council (IHAC)

 
The provision of the IHAC

 
 International Higher Academic Council (IHAC) as an Association of world scientists have received the State registration of the Ministry of Justice(General Directorate of the Ministry of Justice of the Russian Federation in St.-Petersburg 01.07.2015, State State Registration number 1157800003173, St. Petersburg Accession number 7814060552).
 IHAC is the only successor of the Intergovernmental Higher Academic Council(IHAC), which existed from 12.11.2007 to 01.07.2015 G., with all its accreditation rights and benefits.
 International Higher Academic Council(IHAC) carries out its multifunctional activities in cooperation with the International University of Fundamental Studies(IUFS) and represents the first and unique complexe, qualifying research institution, working constantly, and polyfunctional by its goals and objectives. IHAC has athe international accreditation. IHAC deals with the important problems in terms of international relations (theoretical and practical), having an interstate significance. The IHAC consists of scientists of international authrity. The IHAC is preparing the international scientific and managerial personnel of a high-level, unique specialists and professionals in various fields of science and significant research activities. Such speialist as those who are preparing them are of world scientific value.
 
 IHAC has a multilevel system-organizational structure:
 
 1. Presidium of IHAC(headed by President)
 2. Joint Academic Council(mutually with IUFS)
 3. Specialized Academic Councils
 4. Advisory Council(by agreement);
 5. The group of scientific supervisors and scientific advisors(by agreement);
 6. The Secretariat of different levels
 
 Academic Councils at all levels and groups of scientific supervisors and scientific advisors include both local and foreign scientists.
 IHAC carries out preliminary work with candidates from different countries on the international academic degrees(bachelor, master, doctor, Grand-doctor) for the preparation of candidates of his thesis defense at the meeting of IHAC, organizes the entire process of defense and assigns academic degrees and academic ranks for special merits(Professor, full Professor). All applicants of any International degree must have higher education.
 
 IHAC presents such requirements to the applicants:
 Bachelor - a real manifestation of abilities to research activities.
 Master - an independent research of any scientific problem.
 Doctor - theoretical and practical solution of an important scientific problem.
 Grand-doctor-proposal and rationale of a new direction in a particular science, both theoretically and practically significant.
 PhD has the right to claim for the degree of doctor of philosophy in particular science and scientifically important activities, doctor of science -to the degree of Grand doctor of philosophy in particular science and scientific-significant activities.
 In International Diplomas of dissertation of any academic degree issued by the IHAC, in accordance with historically long international tradition, is "Philosophy"(bachelor, master, doctor, Grand-doctor of philosophy in specific area of science and research and the scientific-significant activities) that emphasizes the essential novelty of the proposed by the defenders of thesis. The dissertations any level represented and defended in the IHAC should be both theoretically and practically significant.
 
 IHAC has the right to award the International scientific titles of Professor and full Professor. Degrees and titles awarded by the IHAC are recognised in more than 150 countries around the world.
 IHAC awards International Scientific degrees of doctors and Grand doctors of philosophy tj the prominent social, political, cultural and public persons who have made significant contributions to the development of world science and culture, strengthening the security and peace on our planet.
 International Higher Attestation Commission(IHACM) structurally and functionally is a part of IHAC, as the IHAC provides defence of thesis and simultaneously issues the appropriate international certificates.
 The IHAC rules the special scientific laboratories and special research centers according to its creation.
 The IHAC has the right to perform independently and offer various academic programs(with regard of the practical value of the real cost )to the customers interested in such programs (universities, research institutions, etc.) In case of its acceptance and approval to coordinate the actual implementation and subsequent appliance of the programs .
 Members of IHAC are engaged in individual and collective scientific research and significant-scientific activities. The IHAC in the process of its acitivity creates its own specialized publications with participation of foreign scientists: periodical(scientific journal, scientific almanac) and thematic collections, monographs, editions are published in various world languages, in print and electronic version. The IHAC organizes and conducts a variety of international (world) congresses, conferences and so on.
 The IHAC may have regional offices(Small Academic Councils) in different States and cities that are in the same country or in different countries.
 
 Specific team of the IHAC will be determined in the light of the suggestions and recommendations from government bodies and public organizations of different levels and caracters from different countries of the world.
 The degree of Grand doctor of philosophy, doctor of philosophy, magister and
 bachelor of philosophy in specific science and research activities are awarded in accordance with the Nomenclature of the IHAC.
 Academic titles of Professor and full Professor are also assigned in accordance with the Nomenclature of the IHAC.
 The applicants of a scientific degree and academic title may be citizens of Russia and foreign countries.
 Scientists, having received the international degree, can reach a new level in their own and other countries recognizing the IHAC. Academic degrees and titles, received in the IHAC are recognised by leading universities around the world.
 Only a General Council in the structure of the IHAC has the right of issue of the relevant international diplomas.
 The IHAC issues the International Passport of a Scientist to the outstanding scientists of the world.
 This provision may be supplemented and refined. All liabilities of its enforcement are attached to myself.

About the IHAC

An Order № 09 from 21.12.2007

 

According to the accreditation of the International University of Fundamental Studies (the IUFS) by the International State Parliament for Safety and Peace (The Decision of the Leaders of the Parliament from the 12th of November, 2007, Registration № 0/33) – create at the IUFS The Intergovernmental Higher Academic Council, which has a full right to give independently scientific degrees of International Doctor of Philosophy and International Grand-Doctor of Philosophy, officially recognized by the Governments of all countries (there are more than 155 of them at the moment), being a part of the International State Parliament for Safety and Peace (the IPSP) – the New Union of Nations (the NUN) as an Intergovernmental Organization of  States (the IOS).

In the Intergovernmental Higher Academic Council (the IHAC), which is formed and confirmed by the IUFS, can be Grand-Doctors of Philosophy from different countries of the world, higher educational institutions and scientific and research institutes, state and public Academies.

The Intergovernmental Higher Academic Council (the IHAC) may have regional departments (the Small Academic Councils) in different countries and cities, situated in one country and different countries of the world.

A concrete membership of the Intergovernmental Higher Academic Council (the IHAC) will be chosen, depending on offers received and recommendations from state bodies of different level and character of various countries of the world.

«An instruction for a person, who has a claim on an academic degree of a Doctor and a Grand-Doctor of Philosophy in a particular area of science and in a particular sphere of a scientifically significant activity»

 

Is done by the very applicant

 

  1. It is necessary to inform: a brief biographical information about an applicant; what higher educational institution he graduated from (when and where); what scientific and scientifically significant activity he engages in (where, what period); what scientific publications and scientifically significant achievements he has (inventions, discoveries, etc.).

 

  1. For the applicant of an academic degree of a Doctor and a Grand-Doctor a publication of a minimum of one research in a journal «The Spirit of Time» (the IUFS). The volume of the publication is up to 8 computer pages.

 

  1. It is necessary to submit beforehand to the IHAC under the IUFS a dissertation, which is got up according to the standards of the IHAC under the IUFS.

 

  1. It is necessary to submit beforehand to the IHAC under the IUFS (along with a dissertation) an author’s abstract, which is got up according to the standards of the IHAC under the IUFS.

 

  1. Execution of paragraph 3 is desirable, but not necessary for applicants for an academic degree of a bachelor and master (if there are publications, one has to specify: what and where).

 

  1. Execution of paragraph 3, 4 desirable for applicants for academic degrees of all levels (bachelor, master, Doctor, Grand-Doctor).

 

  1. A defence of dissertations at the IHAC under the IUFS meetings is realized in the set sequence: bachelor, master, doctor, grand-doctor. In exceptional cases, if a successfully defended dissertation exceeds the level of a sought-for by the applicant academic degree in its scientific advantages, it can be re-qualified by the decision of the IHAC under the IUFS for defend for a higher academic degree and cane be defended at the meeting of the IHAC under the IUFS again faster, after a proper improvement.

 

The IUFS Regulations

 

  1. An order of defence
  1. After signing a contract and taking of an applicant to the doctoral candidacy (magistracy, bachelor), he is appointed a scientific supervisor from the list of scientists of the IUFS.
  2. In the case, if the theme of the dissertation is defined at the junction of two and more scientific specialties, the second (and third) scientific supervisor is appointed, and one of the several supervisors is appointed to be the main one.
  3. Scientific supervisors work with the applicant face time or by correspondence (by e-mail, phone, visual communication, in a system of distance learning).
  4. In the process of readiness, the applicant sends supervisors by e-mail a dissertation and an author’s abstract and scientific supervisors inform the applicant about remarks to the correction of this material.
  5. If there are no remarks, requiring obligatory correction of the dissertation and author’s abstract, among all of the supervisors, the main scientific supervisor comes to agreement with the President and the applicant the date, time and place of dissertation’s defence, and the Date of Defence is chosen, not earlier than in two weeks after making a decision about readiness of the applicant for the dissertation’s defence.
  6. The applicant sends the ready dissertation and author’s abstract by e-mail to the office and the President of the IUFS with a banner page, where the scientific supervisors are specified.
  7. The Presidents appoints opponents, and after that office workers prepare banner pages of the dissertation and author’s abstract (with a list of the opponents and notification of the date, time and place of defence), according to the confirmed at the IUFS standard of its design, prints the dissertation and author’s abstracts out for the opponents, who do not work using the Internet, and send e-copies of the dissertation and author’s abstract out to the rest of the opponents.
  8. In the obligatory membership of opponents are included:
    1. The President of the IUFS
    2. Not less than three scientists in a scientific specialization of the dissertation (if necessary, it can be a detached specialist among them)
    3. A scientist in a specialty «Philosophy» (philosophical and spiritual-moral aspects)
    4. A scientist in a specialty «Computer sciences» (computer, information and futurological aspects)
    5. A scientist in a specialty «Jurisprudence» (international aspect, copyright, etc.)
    6. An independent (black) opponent of any scientific specialization.

 

Scientists, according to the paragraphs 3-5 may be independent opponents, too.

If opponents have several academic degrees, their number may be decreased, accordingly.

Independent opponents may not be included in banner pages of a dissertation and/or an author’s abstract.

 

  1. The President appoints members of the Academic Council, who are entitled to vote at the end the defence of this dissertation, and invites these and other (who are not entitled to vote) scientists of the IUFS to the meeting.
  2. The President invites to the defence a representative of business (a perspective of implementation), too, and, it is a scientist, includes him in the membership of this dissertation, as a person, who is entitled to vote.
  3. The opponents are to get the dissertation and the author’s abstract not later than 10 days before the defence date. If not, they have a right to refuse from being opponents.
  4. Each opponent and scientific supervisor prepare a review, not more than one a list of paper (one-two pages) in duplicate: the first one – for the applicant, the second – archival. Both copies (or in e-form for printing out) are sent to the IUFS office not later than twenty-four hours before the defence. The first copy (or its e-copy) is given (is sent beforehand) to the applicant not later than an hour before the defence.
  5. The IUFS office workers prepare proper documents for the day of defence – separately for each applicant, if there are several of them to defend on the same day. The lists of scientists may differ for each applicant, if differ in various scientific disciplines.
  6. The applicant prepares for the defence four copies of the dissertation in-bound and 20 copies of the author’s abstract in-bound. These materials are to be submitted to the members of the Council an hour before the beginning of the meeting for acquaintance.

The presentation by the applicant – 15 minutes          

 

Questions to the applicant and his answers – 10 minutes

Speeches of the opponents – 15 minutes

Answers of the applicant to the opponents – 5 minutes

Speech of the scientific supervisor with characteristics of the applicant – 3 minutes

Final word of the President – 3 minutes

Voting – 2 minutes

The applicant’s final word – 3 minutes

Pause – 5 minutes

Awarding a diploma and photographic and video survey – 5 minutes

Total time: 1 hour 20 minutes

About The International Commission for Secondary Education (ICSE)

 

By the order of the IUFS President from 26/03/2007 the ICSE Commission is founded at IUFS.

The ICHE is accredited by the Oxford Educational Network, International Parliament for Safety and Peace , California University FCE, CA, (USA), Accreditation Syndicate for Education and Training, The Cambridge Association of Managers, Quality Assurance Commission, and Oxford Association of Management (UK) . The ICSE has a right of issue of the International Certificate of High Education/School Leaving Certificates/High School Diplomas in subjects, provided by high education of the RF and the Oxford Educational Network.

 

After a special interview with applicants, who have a School Leaving Certificate in the RF (11 years), the ICHE issues to applicants the International Certificate of High Education. On the basis of this International Certificate, ICSE issues to applicants the International Diploma of High Education according to the Oxford Educational Network/California University FCE.

Since the International Certificate and the International Diploma exceed in its level a School Leaving Certificate, which is got in the RF, the ICSE sets forth requirements to the applicants in terms of actual knowledge and understanding of concrete material, orientation in historical process, mastering the methodology of getting sought-for results and their practical usage. The necessary documents for an applicant are:

  • an application in the name of the Chairman of the ICSE;
  • a copy of a School Leaving Certificate in the RF, notarized and translated in English language;
  • a copy of a passport or a birth certificate;
  • photo 4 items (3/4)

 

The applicants can also get a diploma in the areas as follows: ballroom dancing, sport dancing, music, choreography and other sport areas.

Preparation faculty

The IUFS imposes a new program for senior pupils (10-11th year), who study according to the International School Program (IGCSE или GCE A/AS Levels) during or after classes. The classes are taught in 2-3 subjects in English language. The results are included when entering London University.

After completing the preparation faculty the International Certificate of High Education and the Certificate of the International English Language Testing System of Cambridge University are issued (IELTS – International English Language Testing System).

Each graduating student of the IUFS preparation faculty gets an International Certificate in the subjects chosen of High Education (IGCSE, A/ASD Level), and, certainly, Russian School-Leaving Certificate.

The A-Level Program at the IUFS may be studied without attending classes in 1 year.
